SUMMARY
Eurasia Foundation (EF), a US-based international development organization promoting good governance and vibrant civil society, is accepting applications for a Program Officer, Civic Engagement (PO). The PO is a member of EF’s Civic Engagement and Governance team and is responsible to provide programmatic oversight, guidance and backstopping support for the Foundation’s programs in Central Asia. Reporting to the Vice President of Programs, the PO will directly contribute to the successful implementation of EF’s innovative civil society programs.
DUTIES
- Regularly track and report on program performance as well as document lessons learned and knowledge created from EF’s programs
- Review and revise biweekly, quarterly and annual reports submitted by program teams based in the field and in Washington, DC
- Assist with the preparation and review of annual work plans as well as performance monitoring and evaluation plans
- Assist the Vice President of Programs with financial oversight of EF’s civil society initiatives
- Facilitate regular management calls with program staff based in the field and Washington, DC
- In coordination with the business development team, identify and develop new business opportunities for new initiatives in the practice area
QUALIFICATIONS
- At least 3 to 4 years of program management or backstopping experience, particularly for USAID-funded programs in civil society strengthening or youth leadership. Familiarity with non-profit capacity assessment, think tank development and/or innovative youth programming a plus
- Previous experience in overseas program implementation required. Familiarity with program delivery in Central Asia and/or regional projects in Eurasia strongly preferred
- Experience backstopping programs in compliance with USG (USAID and State Department) rules and regulations strongly preferred. Familiarity with non-USG donors a plus
- Familiarity with program design and evaluation as well as performance-based management tools required
- Previous new business experience in the democracy and governance sphere preferred
- Outstanding English writing and editing abilities a must
- Bachelor’s degree in international development, international affairs, political science, area studies or another relevant field required. Master’s degree preferred
- Candidates must possess exceptional analytical, organizational, written and oral communication skills
- Proficiency in Russian and a Central Asian language desirable
