Chemonics seeks a Chief of Party and Deputy Chief of Party/Senior Technical Advisor for a five-year USAID-funded Community and Municipal Governance Initiative (CAMI) that seeks to strengthen the legitimacy, effectiveness, and accountability of local self-governments (LSGs) in the Kyrgyz Republic. This activity will identify legitimacy-effectiveness gaps facing LSG bodies, and improve their ability to execute the devolved functions enumerated by the Kyrgyz Republic Law on Local Self-Government. The program will advance LSGs’ competency and capacity through mechanisms that will function independent of future USAID funding. CHIEF OF PARTY
Responsibilities:
- Provide overall leadership and management for the activity’s overall approach, design, implementation, administration, operation, accountability, and results
- Collaborate and coordinate with LSGs and their communities, as well as with GoKR LSG-oriented entities and emerging LSG consulting firms
- Liaise with U.S. government-funded and other donor-funded programs, as well as other local development partners to coordinate activities and facilitate monitoring and reporting of program objectives and achievements
Qualifications:
- Advanced degree from an accredited university in a relevant field of study, such as political science, public policy, public administration, and international development, or demonstrated relevant equivalent training and experience
- Proven track record of at least 15 years of progressively responsible professional experience with donor-funded governance projects
- Demonstrated understanding of local government management, finance, and operations
- Proven success in establishing and maintaining relationships with a broad range of stakeholders, achieving results and meeting deadlines
- Demonstrated capacity to transfer information and knowledge to external partners, stakeholders, senior officials and the donor community
- Fluent written and spoken English skills, Russian and/or Kyrgyz proficiency preferred
DEPUTY CHIEF OF PARTY/SENIOR TECHNICAL ADVISOR
Responsibilities:
- Be responsible for the activity’s day-to-day operations, including overseeing work planning, performance management, and strategic communications
- Incorporate the Kyrgyz Republic’s community and governance norms in the design and delivery of assistance
- Build partnerships with key stakeholders including local implementing partners, government officials and USAID
- Collaboratively create and implement a strategic, long-term programmatic vision
- Supervise technical and administrative staff
